In 2004, the People's Bank of China(PBC) and International Monetary Fund (IMF) Jointly financed the Dalian International Finance Conference Centre. The Center is a comprehensive intelligent hotel with five-star hotel designing and offers guest rooms, food and beverages, fitness and conference facilities. It is IMF's only training center in Northeast Asia. The Center covers an area of 73,000 square meters, designed in classic and modern European architecture style, it has created acme of manor. Rooms at this floor (about 2500 square meters in total space)are exclusively for conferences and training programs. There are 9 conference rooms of different sizes, 2 lecture halls and a VIP room.

The hotel has 130 finely-decorated and comfortable rooms facing the ocean in the south or the hills in the north. The Chinese Banquet Hall, the Western-cuisine Restaurant, the Ocean View Restaurant and the Mountain View Restaurant cover an area of 1300m2 in total, able to provide catering for 800 people.
